Well, it was at a conference and, though the conference didn't seem to have a published book of proceedings, it is on their website. I believe that's the standard of 'published' in the computing science community.

Besides, it saves me having to write more, and it forces encourages people to explore more of my illustrious (I believe this report makes three works, or four if you count the one on which I'm the third author) research publication career.

I don't know anything about technical reports, but I know it's acceptable to reference yourself in philosophy and in literature/english - provided that the paper you are referencing is a published piece.

Hmm... I wonder if it's appropriate to reference your own paper in a technical report.

Of course, by the Kent Hovind school of logic, it makes everything I have written in both papers unassailably true.
